Justin Bieber Urges Norweigian Fans to Chill, Listen to Police


The title of Justin Bieber's latest single is "Die in Your Arms."

Now we can only hope this won't be the singer's fate as he tries to navigate his way through the streets of Norway.

Bieber is in Oslo to perform four songs outside that city's famous opera house - as part of Justin Bieber: All Around the World, a special that airs June 21 on NBC - but crazed followers from around Europe have created a positively chaotic scene that has led police to nearly declare a state of emergency.

With Justin in a secret, secure location, authorities are urging him to hurry up and take the stage so they can then clear the streets - but so far the Biebs has simply responded to the mass hysteria via a Tweet that reads:

"...for the show to happen u must all listen to the police. we are all concerned for your safety and i want what is best for u. please listen."

This is far from the first time that overly enthusiastic Justin Bieber fans have caused violent problems.

Heck, fans in New Zealand once trampled his mom! Seriously, people, try to relax. His hair isn't that adorable.

Today Sarnia-Lambton MPP, Bob Bailey, said that although it has been a year since the Ontario PC Caucus proposed a one-window approach, and slightly less since the Liberals copied the commitment, the government has done nothing to make it easier for farmers to connect with government and cut red tape.

?Before the election this government promised to cut red tape by copying the PC proposal to give farmers and agri-businesses one-window access to government,? said MPP Bailey. ?However since then they have done nothing to address the red tape burden on Ontario?s agriculture industry.?

A year ago PC leader Tim Hudak proposed a one-window access to government for farmers and agri-businesses through the Ministry of Agriculture. It would eliminate conflicting answers from different ministries and make it easier for farmers and agri-businesses to obtain information and approvals required to grow their business.

?We?ve heard numerous stories of farmers and companies who asked the government what they needed to do and completed all the requirements, only to be told there is another test, another study or another permit,? said Ernie Hardeman, PC Critic for Agriculture, Food and Rural Affairs.

A Canadian Federation of Independent Business (CFIB) study of Canadian farmers released earlier this year found that:

  • 72 percent of farmers want all levels of government to place a higher priority on cutting red tape;
  • 67 percent of farmers reported an increase in regulatory requirements over the last three years; and
  • 23 percent of farmers said if they had known about the burden of regulations they may not have gone into the business.

?The burden of red tape on our farms and agri-businesses is just as bad as ever, but this government continues to ignore the problems in rural Ontario,? said MPP Bailey. ?It isn?t enough to just make pre-election promises, the government needs to actually follow through on it?s commitment to reduce red tape for Ontario?s farmers.?

Asian markets fall on Spain bailout fears

Asian markets sank Wednesday on growing concerns that Spain could be forced into seeking a bailout while China dashed previous hopes it will introduce fresh stimulus measures to boost its economy.

The euro also set new two-year lows against the dollar as attention turned away from positive news from Greece at the weekend that had provided some lift earlier this week.

Tokyo fell 0.28 percent, or 23.89 points, to 8,633.19, Seoul was 0.27 percent, or 5.05 points, lower at 1,844.86 and Sydney shed 0.49 percent, or 20.2 points, to 4,094.2.

Hong Kong tumbled 1.92 percent, or 365.24 points, to 18,690.22 and Shanghai slipped 0.21 percent, or 4.97 points, to 2,384.67.

The losses reversed two days of gains after opinion polls in Greece on Sunday pointed to a victory for the pro-austerity conservatives in June 17 elections, easing concerns the country could end up leaving the euro bloc.

But Madrid's economic woes are now in focus as its borrowing rates approached the 7.0 percent mark considered unsustainable for governments to service their debts.

Economists fear that if yields stay so high the government will have to seek an international bailout -- following Greece, Ireland and Portugal -- despite assurances from Prime Minister Mariano Rajoy that it would not need to.

Adding to traders' woes was a European Central Bank warning that it would oppose any plan by Spain to tap its lending facilities in order to recapitalise the country's ailing Bankia, which has asked for $24 billion in state aid.

Spain already this month paid $5.6 billion to the lender to take it into government control and the latest plea from its board comes as the nation's own finances are stretched to breaking point.

While officials say they are only considering the ECB as a last resort, the Frankfurt-based bank's governing council is set against it, the Wall Street Journal said.

"There is this ongoing concern about the Spanish banking system and what kind of bailout it could need," Tim Waterer, senior trader at CMC Markets in Sydney, told Dow Jones Newswires.

Spain's woes weighed on the single currency which fell in Tokyo to $1.2437 -- a low not seen since July 2010 -- from $1.2503 late Tuesday in New York.

The troubled unit also bought 98.50 yen from 99.39 yen. The dollar was at 79.20 yen, compared with 79.49 yen.

Regional markets, particularly Hong Kong and Shanghai, also slipped after an editorial by China's state run Xinhua news agency saying Beijing would not embark on a stimulus drive like that seen during the 2008 financial crisis.

The news countered a Tuesday report in the state-run Shanghai Securities News that measures would be introduced to jumpstart demand for automobiles, fuelling hopes for similar moves in other sectors.

Traders were unmoved by a Wall Street rally that saw the Dow up 1.01 percent, the S&P 500 gain 1.11 percent and the Nasdaq climb 1.18 percent.

On oil markets New York's main contract, West Texas Intermediate crude for delivery in July was down $1.12 to $89.64 per barrel while Brent North Sea crude for July shed $1.26 to $105.42 in the late afternoon.

Gold was at $1,549.12 an ounce at 1050 GMT, compared with $1,573.60 late Tuesday.

In other markets:

-- Singapore closed down 0.64 percent, or 17.90 points, at 2,783.95.

Oil rig maker Keppel Corp was up 0.10 percent at Sg$10.19 while beverage distributor Fraser and Neave shed 2.23 percent to Sg$6.59.

-- Taipei fell 1.10 percent, or 80.49 points, to 7,261.80.

HTC shed 1.85 percent to Tw$424.0 while TSMC was 0.73 percent lower at Tw$81.7.

-- Manila fell 0.10 percent, or 4.79 points, to 5,018.32.

SM Investments fell 0.79 percent to 687.50 pesos, while DMCI Holdings was 2.48 percent off at 56.95 pesos.

Philippine Long Distance Telephone rose 0.17 percent to 2,310 pesos.

-- Wellington closed flat, edging up 3.05 points, to 3,481.34.

Fletcher Building rose 0.16 percent to NZ$6.26, Chorus was up 1.25 percent at NZ$3.25 and Telecom fell 1.16 percent to NZ$2.55.

-- Jakarta ended flat, edging down 1.15 points to 3,917.92.

Aneka Tambang lost 2.26 percent to 1,300 rupiah, Indosat slid 3.01 percent to 4,025 rupiah and Timah fell 1.37 percent to 1,440 rupiah.

-- Kuala Lumpur ended 0.63 percent, or 9.85 points, higher at 1,575.17.

Financial firm CIMB Group Holdings gained 1.77 percent to 7.49 ringgit, while telecoms company Axiata Group added 0.57 percent to 5.33. Carmaker DRB-HICOM lost 0.41 percent to 2.42 ringgit.

-- Bangkok closed 1.30 percent, or 15.03 points, lower at 1,138.63.

PTT dropped 1.92 percent to 307.00 baht, while BANPU lost 1.69 percent to 466.00 baht.

-- India's benchmark Sensex index slid 0.77 percent, or 126.43 points, to 16,312.15 points, snapping two days of gains, a day ahead of the announcement of expected weak quarterly economic growth figures.

Tata Motors was one of the biggest losers, down 11.8 percent, or 32.55 points, to 243.35 rupees on worries about a fall in operating margins at its luxury Jaguar Land Rover subsidiary.

In the song, produced by Rodney "Darkchild" Jerkins, Bieber just wants to make the apple of his eye <i>believe</i> he loves her so much that he'd rather die in her arms than be away from her for too long.</P><P></p><div class="player-placeholder right" title="Justin Bieber Strives For Perfection" id="vid:765701.id:1684329" width="415" height="255"></div><p></P><P>The song's vintage swing, finger snaps and melodies certainly recall the heyday of feel-good R&B from the 1960s, which is mirrored in the song's sentiment. On the chorus, Bieber sings, "Honestly, the truth is, if I could just die in your arms/ I wouldn't mind/ 'Cause every time you touch me/ I just die in your arms/ It feels so right/ So baby, baby, baby, please don't stop girl."</P><P>In keeping with the song's vintage feel, at one point, he breaks from singing to say, "Oh, baby, I know loving you ain't easy, but it sure is worth a try."</P><P>"Die" is the follow-up to the more pop-'n'-b-leaning <a href="/news/articles/1684454/justin-bieber-boyfriend-mature-video.jhtml">"Boyfriend,"</a> which he dropped back in March. (AP) ? Isaac Lamb acknowledges that his five-minute, block-long choreographed build-up to a marriage proposal has upped the stakes for everyone who follows.

"Guys, I'm sorry," he said on NBC's "Today" show Tuesday. "That wasn't my intention."

The Portland-area thespian's creative proposal last week to girlfriend Amy Frankel featured about 60 people dancing on a small street near his parents' home. Video of the performance (http://apne.ws/M3Jmex ) has gone viral, notching more than 6 million YouTube hits so far.

Lamb is pitching it as the world's first lip-synched proposal, and there don't appear to be any challengers.

The video begins with Lamb's brother putting headphones over Frankel's ears as she sits facing out the back of an SUV, her legs dangling over the rear bumper.

"This song tends to exemplify you and Isaac's relationship to me," the brother tells her, and there begins Bruno Mars' sugar-pop, up-tempo ballad "Marry You."

The car starts moving and two of the couple's friends roll into the frame, then a few more. It was nothing that seemed too out of the ordinary, Frankel told NBC's "Today." She and Lamb are actors and are used to elaborate stunts.

Frankel thought: "Oh, they're doing something with Isaac's family," she told the show. "There's seven of them. This is so sweet."

A second camera ? the one that gives the video its emotional heft ? is perched above Frankel's face, capturing her reaction. It shows her as she crosses her hands on her chest, shakes her head, giggles and swoons.

The proposal is elaborate but not expensive, choreographed but not constrained. In this city where the television show "Portlandia" suggested young people go to retire, most of the dancers in the video look like they fell off the bus from central casting headed for its set.

For all the pageantry, though, the proposal itself was pretty simple.

"You have already given me a lifetime of happiness," Lamb tells Frankel when the music stops. "Will you let me spend the rest of my life trying to give you the same? Will you marry me?"

She nods, and they kiss as a man in the background wearing a marching-band costume wipes away a tear.

Lamb's proposal is not the first wedding-themed video to go viral. Jill and Kevin's wedding entrance dance from 2009 set the standard for matrimonial cool and ? at 75 million online views ? spawned countless imitators.

The song Lamb picked, on its face, sounds ideal ? "Marry You" is a kind of proposal. Except its lyrics say: "It's a beautiful night. We're looking for something dumb to do." And they round out with: "Who cares if we're trashed, got a pocket full of cash we can blow. Shots of Patron, and it's on."

Asked on "Today" about her favorite moment of the dance routine, Frankel said it was when she first saw Lamb appear on the street.

"When they all parted, and there was Isaac," she said. "That was the first time I think I took a breath."

KENNER, La. - A chopper carrying a group of congressmen landed just before 4 Friday afternoon at a terminal of Armstrong International Airport, signaling an end to the offshore energy tour led by Congressman Steve Scalise, R- LA.

After he and House Majority Leader Eric Cantor walked down the tarmac, they and a handful of other congressmen reflected on the two-day trip on a deepwater drilling rig and production platform, paid for in part by Shell. The congressional tour was aimed at getting a first-hand look at the skills and technology used in the oil industry.

"The advance of technology, the responsible extraction of the resources here in the Gulf, will mean lower energy prices for working families across the country," said Cantor, R- VA.

But not everyone agrees the process is responsible. Members of the Louisiana Bucket Brigade gave the congressmen a special greeting, dressed in costume outside the airport area, because they believe the politicians are giving in to the oil industry.

"We're tired of our politicians pimping our state out to the oil industry," said Kristen Evans of the Louisiana Bucket Brigade. "There's no excuse for 4,500 spills in the Gulf of Mexico since the BP spill. The problem the oil industry has is an accident problem."

A spokesman for Scalise said the BP oil disaster was discussed multiple times on the trip. But the congressman insists overall, the industry is safe.

"The best fisherman want to go by those rigs because that's where the fish are, because the fish actually thrive in that environment. In large part that's because of the environmental sensitivities [the oil rigs] have," said Scalise.

"Its something that we always applaud the industry, it's always been proactive and it really polices itself," said Rep. Steve Palazzo, R- MS

Those in the congressional tour group believe energy exploration will spur job growth and lower fuel costs. Those in the Bucket Brigade say that's all well and good as long as it doesn't damage the coast.

"They need to invest in the jobs, in the equipment that makes the industry safer. And you know what, that's going to be better for the economy," said Evans.

Scalise and Cantor both say they want a more consistent permitting process to drill in the Gulf.

Eaton topples Holy Family 12-2 in Class 3A baseball

GREELEY???Eaton made its point early and often Friday.

The Reds scored eight runs in the first inning of their Class 3A elimination game against Holy Family and never looked back, cruising to a 12-2 victory over the Tigers at Butch Butler Field.

Eaton (21-4) will face Lamar at 10 a.m. today for the right to play Brush at 2:30 p.m. for the state title.

"Any of these three teams can beat any of the other," longtime Eaton coach Jim Danley said. "We've got some good momentum going, I'll say that."

Holy Family, which beat the Reds this season at Coors Field, finishes the season with a 17-7 record.

The Reds got to Tigers' pitcher Louis Simpson from the start. Leading 1-0, Simpson nearly got out of a jam, but plunked Bryce Dyer with the bases loaded and then gave up consecutive hits to Keenan Hall, Jake Nelson and Jake Mondragon.

Other than Devlin Granberg, who had a double and triple, the Tigers had trouble against Reds starter Cory Dyer.

"Really, it was a good battle if you take the first inning out of the equation," Holy Family coach Marc Cowell said. "I give the Reds a lot of credit. It didn't matter what we threw in what location or what count, they weren't going to miss it."

Britton Abbott invoked the mercy rule in the bottom of the fifth when he crushed Adrian Do's pitch over the left-field wall.

MPs see conscription as possible cure to Iraq woes

Iraqi MPs are toying with a Saddam-era policy they hope will combat both high unemployment and fears of sectarian divisions in a country that was on the brink of civil war a few years ago: conscription.

The nascent proposal is a potentially divisive one, and may face opposition in the Kurdish north and mostly Shiite south -- two areas that were victims of now-executed dictator Saddam Hussein's conscript army.

However, two members of the Iraqi parliament's security and defence committee -- one a Shiite from the southern province of Basra who belongs to an Islamist party, the other a Sunni from the western desert region of Anbar who is part of a secular bloc -- back the proposal and want to see it through.

"The circumstances are good for applying a law like this one, and there are important reasons to do so," said Ammar Tohma, a member of the Shiite Fadhila party. "The regime in Iraq these days is based on the will of the nation; we are no longer dealing with the foolishness and adventures of the dictator."

Tohma argued that compulsory military service for young men would reduce Iraq's unemployment, officially reported at 12 percent but estimated to be much higher, and foster a national identity after years of communal violence that followed the 2003 US-led invasion.

He said the proposal was still only being discussed within the committee, and admitted that "the idea of conscription, with the mistakes of the former regime and the pressure it put on individuals and families," is still negatively perceived by many Iraqis.

Saddam's armed forces once numbered as many as one million strong before the 2003 US-led invasion that ousted the dictator.

The old Iraqi military had been formed of male conscripts, with those who did not complete secondary school, secondary school graduates and degree-holders required to complete three years, two years and 18 months in the armed forces, respectively.

In reality, many were forced to stay for much longer than those periods, and students would often purposely fail courses in order to postpone their military service.

After the invasion, however, the ruling Coalition Provisional Authority disbanded the entire Iraqi military, security and intelligence apparatus, a move widely criticised as fuelling the insurgency against US forces.

In any event, it meant the armed forces would have to be rebuilt from scratch, with the aim of building a professional volunteer military. They now number around 300,000, primarily from the army and support staffs, but also including a fledgling navy and air force.

"Military service implants a feeling of citizenship," said Hamed al-Mutlak, a Sunni lawmaker belonging to the Iraqiya bloc who retired from the army in 1993 as a brigadier general.

"When the son of Anbar does his service in Basra, and vice versa, and the same for all the provinces of Iraq, it brings back feelings of loyalty to the country," said the 62-year-old, whose brother, Saleh al-Mutlak, is the country's deputy prime minister.

"In the past, military service was too long and involved Iraq in wars. There was no need, then, to fight unemployment or sectarian feelings, like there is now," he added.

Iraq's government relies on oil sales for the vast majority of its revenue, but the United Nations estimates that while crude accounts for 65 percent of gross domestic product, it is responsible for just one percent of jobs.

The imbalance, combined with a moribund private sector, has resulted in unemployment estimated by non-government groups to be as high as 30 percent.

And a survey late last year from the US-based National Democratic Institute listed unemployment as the biggest concern for Iraqis nationwide, with 85 percent of respondents arguing that the job situation was getting worse.

Violence, meanwhile, is down dramatically compared to 2006-2008, when sectarian bloodshed pushed Iraq to the brink of all-out civil war, but tension remains high, especially after an arrest warrant was issued by the Shiite-led government against a Sunni vice president on charges he ran a death squad.

Whether conscription would solve those two crucial issues, however, remains an open question.

Hamid Fadhel, a professor of political science at Baghdad University, noted that such plans would ensure by default that all of Iraq's various sects would see proportional representation in the armed forces, but voiced concern that the proposal could harm the quality of the country's fledgling military.

"Participating in compulsory military service would support one's feeling of belonging to Iraq ... (but) I think the idea of building a professional army should be kept," he said.

For Abu Marwan, however, the issue is a more practical one.

The 65-year-old veteran of the Iran-Iraq war, during which he was wounded twice, complained his son spent too much time sleeping, concluding: "Returning to compulsory military service is an excellent idea."

Yahoo! Axis


It's no secret that Yahoo has been falling behind in the Web search game. So it comes as a welcome surprise that the company has come out with a real innovation in the genre. Yahoo Axis has as its main mission to change search from a destination page that yields yet another page of ten blue links, to a browser companion that makes search part of your Web experience. The idea is to go from query directly to results, without the intervening page that lists a choice of links.

Axis takes the form of free mobile apps (iPad and iPhone now, Android later) that themselves double as browsers, and browser plugins for today's popular Web navigating software. Besides fast access to result pages, another Axis fundamental is that all your devices and computers are synced, in terms of bookmarks and recent searches, if you choose to sign in. In particular, the mobile app makes excellent, intuitive use of touch gestures, while the browser plugins have their own HTML5 slickness, and mostly stay out of the way.

Signup and Setup
Less than a day after its release, Yahoo Axis is already in the number-two spot of the iTunes App Store's top free downloads. The small 3.7MB download installs faster than most iOS apps. Since anything on the Web could show up in the app, iOS first displays its obligatory "Mature content" warning before you install it. The next notification during install asks if you'll allow push notifications, and then you finally OK the lengthy but standard terms of service.

Interface
The Axis iPad app functions as a full Web browser, using Safari's underlying page-rendering engine (as all iOS browsers must.) It starts you out with three clear, simple overlay instructions in a fun handwriting font, explaining its sparse, all-black interface. As in every browser, there's a search bar at the top. To see results, you swipe your finger down on the screen, and thirdly, you're instructed to sign in using a Yahoo, Facebook, or Google account.

I did run into a glitch where the sign-in box changed into the iPhone-size Yahoo search app when I tried signing in with a Google ID. Facebook and Yahoo sign-in worked without incident. Another notification box appeared, disclosing that Yahoo would store my bookmarks and the application's most recent state, so that I could pick up where I left off on another device.

Next to the search bar are six buttons?back and forward arrows, a sharing button. This button can also take you to your home page, which shows three sections?Read Later, My Favorites, and Continue from device. You can re-arrange the first two, while the Continue section stays put.

Once you click in the search box, Axis's theme of trying to simply show you results immediately kicks in. A dropdown shows trending searches, and tapping any of these opens a flyout box with nutshell info on the topic. For example, when I was testing, Zachary Quinto was trending. The flyout offered a photo, movie trailers from his popular movies (Star Trek and Down with Love), and the latest news on him. But the best part came when I looked to the right of this info box. Thumbnails showing the most likely page results for Zachary Quinto?his own home page, Wikipedia, and IMDB. I could simply swipe left to see all the page results, and click on one to see it fill the screen. It?s a supremely intuitive experience.

Even after you've full-screened your chosen result, you can swipe in from the right to go to the next result site, or from the left to get to the previous. And dragging down anywhere on the page drops the thumbnail results back down from the top. You have to keep in mind the difference between this last action and swiping down from the very top of the iPad screen, which shows iOS notifications. Trying this gesture also occasionally opened a link on the page at hand rather than getting me to the Axis list.

I was able to get stock quotes when entering a symbol, and typing an MLB team name showed the ballclub's latest game result and next scheduled matchup. But typing "weather" didn't bring up a quick look at my local forecast, as I'd expected it to.

Settings in the app are few. You get to log out, choose to view a page formatted for iPad, Desktop, or iPhone, and to switch to a Local Only mode. The latter is a good choice for when you don't want your search history synced with Yahoo Axis on your other computers or devices.

Bookmarks
You can add your own new bookmark sections to the preexisting ones, My Favorites, and Read Later. Since newly added bookmarks appear at the end, I appreciated how the Axis app let me press and hold a bookmark to move it anywhere in the list. It's an action that any iOS user is familiar with from the way app icons themselves work.

Tabs
Unlike the built-in Safari tabs, which mimic those of desktop browsers' across the top, Axis's are large thumbnail previews of the pages in the tabs along the bottom. You see an icon of overlapping pages with a number, flanked by the word "Tabs" at bottom right of the screen, so there's no mistaking how to access them. The first thumbnail is empty, with a plus sign, which obviously lets you create a new tab.

I had less luck on the iPhone than on the iPad. Though the interface was well-fitted to the smaller screen, my result pages were all dark, with buttons for Web and Images. Some page text was jumbled, too in this initial view. Once I did get a result page displaying, however, the swiping back and forth among results worked well.

"Headhunters" isn't a pretty film, and it doesn't always entirely make sense, but it races along like a man chased by killers.

The good guy in the Norwegian "Headhunters" looks like a bad guy, and the bad guy looks like a good guy. And that's just one of the ways this dazzling movie messes with us.

HEADHUNTERS is an exhilarating thriller with great visual flare, top notch acting, and a story that will have you so involved that you'll possibly have no fingernails by the end of it!

Like a Teutonic techno band, this thriller is both skillfully familiar and chillingly strange.

...a sordid blast of delirious violence, brutal corporate satire, and male inadequacy.

This is one funny, gory, high-class crime thriller and my favorite Norwegian export since 'Troll Hunter.'

Do yourself a favor and see this one before some Yank director gets it all wrong.

Headhunters is a slick entertainment with well-orchestrated chases and bloody shootouts, though its characterizations are shallow and sketchy.

Despite the gaps in logic the movie...is cannily put together and easily holds your attention.

Nuclear talks with Iran set to resume next month

BAGHDAD (AP) ? Iran and six world powers wrapped up talks Thursday still far apart over how to oversee Tehran's atomic program, but with resolve to keep dialogue going as an alternative to possible military action.

Envoys said they will meet again next month in Moscow after negotiations stretched out for extra hours and a sandstorm shut the airport in Iraq's capital. But the two sides agreed on little else during two dramatic days of discussions that underscored the serious challenges of reaching accords between Iran and the West.

"It is clear that we both want to make progress, and that there is some common ground," European Union foreign policy chief Catherine Ashton, who is formally leading the talks, told reporters. "However, significant differences remain. Nonetheless, we do agree on the need for further discussion to expand that common ground."

Saeed Jalili, Iran's top nuclear negotiator, offered a lukewarm assessment of what the negotiations achieved, in light of European and American refusal to lift tough sanctions as Tehran had hoped.

"The result of the talks was that we were able to get more familiar with the views of each other," Jalili said at a press conference after Ashton left.

The Baghdad discussions began with hopes for progress before each side accused the other of failing to offer meaningful, realistic proposals. More tellingly, they also showed that U.S. diplomats and others are pressing neither for quick deals nor for ultimatums that could derail the sensitive talks.

"We are moving in a step-by-step process," a senior American official told reporters in Baghdad's heavily protected Green Zone. "It's good for them. It's good for us. It's good for the world."

The tempered approach offers insights into shifting American priorities over Iran's nuclear ambitions.

The U.S. has gradually moved off its demands for an immediate and complete halt to Iran's ability to make nuclear fuel, which the West and allies fear could someday provide the foundations of warhead-grade material. Iran denies it seeks atomic arms.

Instead, the Baghdad talks unveiled a Western-backed incentive package that seeks to end Iran's highest-level uranium enrichment as a first step. That leaves open speculation that Washington could ultimately accept Iran's demand to keep its enrichment labs in operation ? although possibly at reduced levels to produce lower-grade fuel suitable for its lone power-generating reactor.

Such a compromise would likely require Iran to reciprocate with moves such as allowing greater U.N. nuclear inspections and suspending work at a bunker-like enrichment site south of Tehran.

The senior U.S. official said it was still "premature" to delve into this type of endgame bargaining. "It's having the discussion about the end of the road before you've taken the first step in the road," said the official, who spoke on condition of anonymity to discuss the negotiations more candidly.

In Washington, Secretary of State Hillary Rodham Clinton said significant differences remain between the two sides and that it's now up to Iran "to close the gaps."

"Iran now has the choice to make: Will it meet its international obligations and give the world confidence about its intentions or not," Clinton said.

The overall message, however, was somehow to keep talking. The Moscow negotiations are set for June 18-19.

"All parties in the talks want to gain time," said Bruno Tertrais, a senior researcher at the Foundation for Strategic Research in Paris. "The Western countries want sanctions to keep hitting Iran, and Iran wants to keep the talk of military action in the distance."

The open channels between Iran and the six-nation bloc ? the five permanent Security Council members plus Germany ? could push back threats of military action that have shaken oil markets and fostered fears of triggering a wider Middle East conflict.

Oil prices rose toward $92 a barrel Thursday with the negotiations failing to hit a fast-track stride.

Israeli leaders, on the other hand, have been highly critical of the talks, claiming it allows Iran to buy time and drive a wedge between Washington and Jerusalem. On Wednesday, Israel's defense minister, Ehud Barak, said even possible moves by Iran to open its nuclear facilities to greater U.N. inspect don't rule out a possible Israeli military strike.

The world powers opened the Baghdad talks with a U.S.-backed proposal calling on Tehran to halt the production of 20 percent enriched uranium, which is the highest grade of enrichment that Iran has acknowledged.

In exchange, the world powers offered benefits, including medical isotopes, some nuclear safety cooperation and spare parts for civilian airliners that are needed in Iran.

Staking out a hard-line reply, Iran emphasized it has every right to pursue uranium enrichment for peaceful uses. Jalili said Iran would consider suspending the 20 percent level but only if the world powers recognize its right to enrich uranium.

He also said the West would have to give in to demands to supply Iran with enough nuclear fuel to run a Tehran medical research reactor that currently depends on the 20 percent-level enriched uranium.

"It could be an issue for cooperation over discussions related to the Tehran reactor," Jalili said.

Western leaders fear the 20 percent-level material ? well above the 3.5 percent enrichment needed for energy-producing reactors ? can be turned into warhead grade at about 90 percent enrichment in a matter of months. Iran insists its reactors are only for energy and research.

Iran went into the talks urging the West to scale back on recently toughened sanctions, which have targeted Iran's critical oil exports and have effectively blackballed the country from international banking networks. The 27-nation European Union is set to ban all Iranian fuel imports on July 1, shutting the door on about 18 percent of Iran's market.

The senior U.S. official predicted the pace of the talks would speed up in upcoming rounds.

"We are urgent about it, because every day we don't figure this out is a day they keep going forward with a nuclear program," the official said. "And there are all kinds of assessments about how long it will take them to get there."

"We still think we have some time for diplomacy, but it's not indefinite," he said.

Talks resumed in Istanbul last month more than a year after an attempt at Western dialogue with Iran collapsed.

Iran pushed for the second round in Baghdad as a way to showcase its regional influence and close ties to the Iraqi government after the U.S. military withdrawal from Iraq. During the talks, a mortar strike outside the Green Zone killed at least one person and wounded eight, according to police and medical officials. The level of violence has dropped dramatically in Iraq, although deadly attacks on security forces and civilians are still common.
